Five Minnesota cities deploy vCitePlus a real-time parking citation issuance solution

Velosum, the leader in digital handwriting citation issuance, completed its implementation of vCitePlus in five Minnesota cities – Virginia, Hibbing, Chisholm, Eveleth, and Proctor.  vCitePlus is a securely hosted ASP web application that provides the complex features of more expensive in-house citation systems without the traditional cost of deployment.  “vCitePlus can be deployed at 40-60% less than other electronic citation systems,” says Lee Boardman, CEO of Velosum.

Velosum’s application, utilizing Anoto digital pen and paper technology, allows each city to issue citations in real-time to their own web portals and manage on-line appeals, adjudication and motorist payments.  In addition to parking citations, several of the cities will also use vCitePlus for issuing ordinance violations and other citations.

Officers are assigned a digital pen, a citation book, and a cell phone which is used to photograph the infringement and transmit the data.  “vCitePlus was simple to use and required almost no training.  I was impressed at how fast we were up and running on the system,” said Virginia, Minnesota Chief-of-Police Dana Waldron.

As officers handwrite citations, the data, with photo and GPS support, is instantly uploaded to the city’s web portal.  vCitePlus includes a handwriting recognition engine to convert the officer’s handwritten data into to digital format, eliminating any re-key of data.  The result is the administrative burden on city employees is significantly reduced.

vCitePlus allows motorists to immediately view their citation on-line.  The motorist may settle the citation immediately or complete an online appeal.  Most often the photo evidence is compelling enough for the motorist forego an appeal and simply pay on-line – driving revenue more quickly to the city.  

Last Fall St. Louis County, Minnesota, announced it would no longer process citations.  Local police and city administrators began searching for cost effective parking management systems they could deploy and chose vCitePlus as their final solution.
